On April 6, 2021, the AGCO implemented a number of rule changes to the Thoroughbred and Standardbred Rules of Racing, following consultation with horseperson representatives and racetrack management staff from across Ontario.

The rule changes are to both the Standardbred and Thoroughbred Rules of Racing (Thoroughbred rule changes apply to Quarter Horse racing except where noted).

Of note for Standardbred trainers, any horse that is qualified to race with or without hopples shall be permitted to be declared to a race with or without hopples as an equipment change. The equipment change must be declared at time of entry. Chapter 12 in the Standarbred Rules of Racing contains important changes to the breaking rules. The AGCO reminds all trainers of their responsibility to be familiar with the current rules of racing.

Note: On June 9, the AGCO announced several housekeeping rule changes to the Thoroughbred and Standardbred Rules of Racing to streamline and reflect existing practices. These changes relate to and are consistent with the rule changes that went into effect on April 6, 2021 following industry engagement.
