Information Bulletin No. 18

October 7, 2016 – In June 2015, following four races at three different tracks, the Canadian Pari-Mutuel Agency’s (CPMA) test laboratory issued four Certificates of Positive Analysis for the Class 2 drug Oxilofrine.

As a result of an ORC investigation into the positives, the CPMA subsequently advised the ORC that there was strong scientific evidence that these positive tests were consistent with an ephedrine administration that followed the CPMA elimination guidelines, as set out in the Schedule of Drugs.

On October 6, 2016 the Registrar of Alcohol, Gaming and Racing issued Orders that waive compliance with Standardbred Rule 9.13 and 18.08.01 involving these four positives tests.

As a result, the decisions issued by ORC Judges to Gerard Demers, Bill J. Elliott, Paul MacDonell, and Jonah Moase have been modified.

In these Orders, the Registrar also declared that the original order of finish shall stand, and the purse money and driver/trainer fees shall not be ordered returned and shall not be redistributed.
