Overview
The AGCO issues licences that allow you to deliver liquor to customers for a fee, as well as take or solicit orders for the sale of liquor for delivery.
An Affiliate Delivery Licence is required to deliver liquor for an affiliated licensed grocery store or licensed and eligible convenience store to the public for a fee.
Liquor must be purchased and obtained from the affiliated retail store and delivered from that store’s inventory or inventory the licensee holds on behalf of affiliated stores.
Eligibility
To be eligible for an Affiliate Delivery Licence, applicants must:
- Be affiliated with a holder of a Grocery Store Licence (GSL) or a Convenience Store Licence CSL (Note: if you are affiliated with a holder of a CSL, the convenience store licensee must hold at least 20 CSLs, either alone or along with its affiliates); and
- Operate a business consisting primarily of the delivery, or the sale and delivery, of products that are available for sale at:
- a grocery store, in the case of an applicant who is affiliated with the holder of a GSL; or
- a convenience store, in the case of an applicant who is affiliated with the holder of a CSL.

Step 1: Prepare your application
To apply for an Affiliate Delivery Licence, be prepared to submit these documents:
- Disclosures:
- Entity disclosures: for anyone or any business that holds 10% or more of the outstanding shares or a class of shares
- Personal disclosures: for sole proprietors, officers/directors, partners, and any shareholder holding 10% or more of the outstanding shares or a class of shares (where applicable)
- Signature form from corporation, partners or agent, depending on who’s submitting the application
- Tax compliance verification number and attestation, which you can check through the Ministry of Finance’s Tax Compliance Verification portal
- Copy of business name registration, which you may have to register under the Business Names Act
- Any agreements, schematic diagrams, or other documentation demonstrating the affiliation with a GSL or CSL who holds at least 20 active CSLs, either alone or along with its affiliates
- List of affiliated licences, listing all grocery stores or convenience stores that you are affiliated with, including their licence numbers
Step 2: Apply online
To apply for an Affiliate Delivery Licence, create an account on the iAGCO portal. Once you’ve set up your iAGCO account, you can apply for your licence. For help, please see iAGCO support.
Step 3: Wait for a decision
Once you’ve submitted your application, the AGCO will review your application. The AGCO may ask you for more information if we need to.
Note: You should allow at least eight weeks to get a licence. The process can take longer if your application is incomplete or inaccurate.
Know your responsibilities
As a licensee, you are responsible for meeting all applicable requirements under the Liquor Licence and Control Act, 2019 (LLCA), its Regulations, and Registrar’s Interim Standards and Requirements for Liquor.
