Apply for a General Delivery Licence

The AGCO issues licences that allow you to deliver liquor to customers for a fee, as well as take or solicit orders for the sale of liquor for delivery. 

A General Delivery Licence is required to deliver liquor to customers for a fee.

Liquor needs to be purchased or obtained from the LCBO, The Beer Store, any manufacturer’s on-site or off-site retail store, licensed grocery and convenience stores, eligible liquor licensed establishments, by-the-glass endorsement, or auction permit.

Most businesses operating a delivery service are eligible for a General Delivery Licence if they meet the eligibility requirements set out in the Liquor Licence and Control Act, 2019 (LLCA).

If you are looking for a licence to be able to deliver liquor to customers for a fee only for a licensed grocery or convenience store which you are affiliated with, please apply for an Affiliate Delivery Licence.

To apply for a General Delivery Licence, be prepared to submit the required fee and these documents: 

• Disclosures:
  • Entity disclosures: for anyone or any business that holds 10% or more of the outstanding shares or a class of shares
  • Personal disclosures: for sole proprietors, officers/directors, partners, and any shareholder holding 10% or more of the outstanding shares or a class of shares (where applicable)
• Signature form from corporation, partners or agent, depending on who’s submitting the application
• Tax compliance verification number and attestation, which you can check through the Ministry of Finance’s Tax Compliance Verification portal 
• Copy of business name registration, which you may have to register under the Business Names Act

Apply for a General Delivery Licence

Once you’ve submitted your application, the AGCO will review your application. The AGCO may ask you for more information if we need to. 

Note: You should allow at least eight weeks to get a licence. The process can take longer if your application is incomplete or inaccurate.

As a licensee, you are responsible for meeting all applicable requirements under the Liquor Licence and Control Act, 2019 (LLCA), its Regulations, and Registrar’s Interim Standards and Requirements for Liquor.
