Manage an Affiliate Delivery Licence

The AGCO will remind you by email 60 days and 7 days before your licence expires. You must apply to renew your licence before the expiry date. You can apply to renew your licence through the iAGCO portal . For help, please see iAGCO support.

If we get your application by the expiry date, we’ll send you an email confirmation of your renewal application.  

To renew an Affiliate Delivery Licence, be prepared to submit these documents: 

• Disclosures: 
  • Entity disclosures: for anyone or any business that holds 10% or more of the outstanding shares or a class of shares
  • Personal disclosures: for sole proprietors, officers/directors, partners, and any shareholder holding 10% or more of the outstanding shares or a class of shares (where applicable)
• Tax compliance verification number and attestation, which you can check through the Ministry of Finance’s Tax Compliance Verification portal  
• List of affiliated licences, listing all grocery stores or convenience stores that you are affiliated with, including their licence numbers. 

Renew your licence

You can transfer your licence to someone else provided that the regulatory requirements are met, subject to the approval of the AGCO. The person interested in taking over the licence will need to submit the transfer application.

Transfer licences are issued for the remaining time period on the licence.

A transfer of the licence is required if:

• The licence is transferring to a different person
• There is a change in officers or directors of a licensee that is a corporation, or of a corporation that effectively controls the activities authorized under the licence
• A person becomes or ceases to be a partner of a licensee that is a partnership
• A person or partnership acquires a beneficial interest in the licensed business, including acquiring shares of a licensee that is a corporation or of a corporation that effectively controls the business, that results in the person or partnership holding or controlling 10% or more of the outstanding shares, or of a class of shares, of the corporation
• A person or partnership other than the licensee becomes entitled to any of the profits from the sale of liquor or liable for any obligations incurred from the activities authorized under the licence

A transfer will not be approved if the current licensee has pending regulatory proceeding, an outstanding monetary penalty or if the recipient of the transfer would not be eligible to be issued a licence. Please confirm these details before applying for a transfer application. 

The following documents may be required with the transfer application:

• Consent to Transfer
• Proof of Transfer (e.g. confirmation that the purchase of the business has been finalized)
• List of affiliated licences, listing all grocery stores or convenience stores that you are affiliated with, including their licence numbers

You can contract out your business to another person who is applying to receive the transfer of the licence. However, you and the other person need to meet the regulatory requirements.  

You remain liable under the licence while business is contracted out. 

If the licence is transferred, or if the AGCO issues a notice to refuse a licence transfer, the ability to contract out the operation of the business expires. 

You’ll need to complete an Authorization to Contract Out form as part of your contract out application in iAGCO.

If you decide to close your business, or you don’t want to have a licence anymore, you must surrender your Affiliate Delivery Licence to the AGCO by submitting Voluntary Surrender of Licence form through iAGCO.
