The Alcohol and Gaming Commission (AGCO) has updated the Registrar’s Standards for Gaming: Lottery Sector (the Lottery Standards).
The AGCO amended two standards in the Lottery Standards to allow for more flexibility in monitoring self-serve lottery terminals. Sellers can now use video camera systems, such as CCTV, to monitor their terminals.
What is changing?
Previously, staff were required to have direct visual oversight of self-serve lottery terminals. Now, sellers can choose the monitoring method that best suits their business – either direct line of sight or camera-based surveillance. If camera-based surveillance is used, video footage monitoring the self-serve lottery terminal must be retained for 7 days or such other time period required by the Registrar and must be provided to the AGCO upon request.
The following two standards have been amended and are effective as of today, February 2nd, 2026.
3.2.2 The Operator of a gaming site with a self-serve lottery terminal and Sellers responsible for a gaming site with a self-serve lottery terminal shall not permit individuals described in 3.2 to play a lottery scheme.
Requirements – At a minimum:
- The Operator shall ensure that the self-serve lottery terminal is installed within a direct line of sight of the Seller and Sellers’ employees of the premises, and/or that there is video coverage of the self-serve lottery terminal.
- The Operator shall develop responsible gambling policies, procedures and training, including about prohibiting access to designated groups.
- The Operator shall ensure that its responsible gambling policies, procedures, and training in Requirement 2 are available to a Seller and a Seller’s employees, kept up to date and relevant, and that a Seller complies with them.
- When line of sight monitoring is used, the Seller shall effectively monitor, in-person, all player activity and transactions.
- The Operator shall ensure that a self-serve lottery terminal is equipped with a disablement mechanism.
- When line of sight monitoring is used, the Seller shall use the disablement mechanism where an ineligible person attempts to access the self-serve lottery terminal.
- Where the Seller and/or Operator uses video coverage, measures must be in place to ensure that:
- The cameras are in good working condition and are recording and storing files in high definition;
- The cameras are directly and clearly capturing the self-serve lottery terminal when in use; and
- All video recordings shall be retained for a minimum of seven days or such other time period required by the Registrar and must be provided to the AGCO upon request.
5.12 When line of sight monitoring is used, the Seller shall immediately take action to prevent, whether by remote disablement or other means, suspected tampering or similar misuse of a self-serve terminal.
