Effective May 1, 2026, permitted store hours will change from 9:00 am—11:00 pm to 7:00 am to 11:00 pm.

Changes have been made to Ontario Regulation 468/18 under the Cannabis Licence Act, 2018 to permit authorized cannabis retail stores to open earlier.

The new permitted hours in cannabis retail create consistency with the hours of sale, curbside pickup and delivery of liquor for licensed grocery and convenience stores, helping make the rules clear and predictable for retailers and the public.

What does this mean for you?

  • You can set your store hours between 7:00 am and 11:00 pm
  • Curbside pick-up may also begin at 7:00 am and operate until 11:00 pm
  • Whether or not an establishment decides to open at 7:00 a.m. is an individual business decision for each cannabis retailer.

What's not changing

  • Hours of delivery remain unchanged. Cannabis may only be delivered between 9:00 am and 11:00 pm.
  • Age restrictions remain in place (19+).
  • Stores must still comply with all AGCO requirements, including training and compliance obligations.

The AGCO is committed to sustaining a fair and open market that permits Ontario businesses to compete and thrive, while providing more choice for consumers.
