Important Reminder: “Free Play” Promotions Must Comply with the Registrar’s Standards

The Alcohol and Gaming Commission of Ontario (AGCO) is reminding all licensed land-based casino operators and charitable gaming facility operators that any promotion, bonus, or credit advertised as “free” must meet the requirements set out in Standard 2.2.2 of the Registrar’s Standards for Gaming.

In plain terms: if you promote something as “free,” it must genuinely be free. Players should not have to spend or risk their own money to qualify. Promotions that suggest otherwise are considered misleading and do not comply with the Standards.

Supporting Responsible Gambling and Player Protection

Promotions that mislead players — including offers that only appear to be “free” — can lead to harmful outcomes. When players are led to believe they’re receiving something at no cost, but are actually required to gamble to receive it, it can encourage them to spend beyond their means. This creates a risk of financial harm, emotional stress, and ultimately undermines public trust in the regulated gaming industry.

The Standards exist to protect players, promote responsible gambling, and maintain the integrity of Ontario’s gaming sector. This includes clear rules around how inducements, bonuses, and credits may be advertised and delivered.

Example of Non-Compliant Advertising

The following promotional offer would not be compliant with Standard 2.2.2:
New Reward Members can earn $100 in free play by following these steps:

  • Sign up for the casino’s rewards program
  • Play using your rewards card before August 1, 2025
  • Any losses incurred before August 31, 2025 will be returned to the player in free play credits (up to $100)

In this example, players must spend their own money (and lose it) before receiving the advertised “free” credits. Because a financial risk is required, the offer cannot truthfully be called “free.” Any promotion structured in this way is considered non-compliant with the Standards.

Action Required

We strongly encourage all registrants to review their current and planned marketing materials to ensure they fully comply with Standard 2.2.2. Future non-compliance may result in regulatory action, including monetary penalties or other sanctions.
