Overview
The AGCO licenses and regulates the operation of liquor delivery services in Ontario.
There are two classes of delivery licences:
- General Delivery Licence (previously Licence to Deliver) which allows most delivery business to deliver liquor to customers for a fee. Liquor must be purchased or obtained from:
- The LCBO
- Brewers Retail Inc. (The Beer Store)
- A manufacturer’s on-site store
- Licensed grocery or convenience store
- An off-site retail store
- An eligible liquor licensed establishment
- Affiliate Delivery Licence (new effective July 1, 2026) which allows only delivery businesses affiliated with a licensed grocery store or a licensed and eligible convenience store to deliver liquor to customers for a fee. Liquor must be purchased from the affiliated grocery or convenience store and delivered from that store’s inventory or inventory the licensee holds on behalf of affiliated stores.
These licences do not let you sell liquor.
