Fees
Claiming certificate: $130 per claim.
Estate/trust licence: $50 per estate, per year.
Lease registration: $65 per lease, per year (thoroughbred and quarter horse only).
Owner licence: $100 per year.
Partnership registration: $65 per lease, per year.
Stable licence: $200 per year.

Eligibility
To apply for a business-related licence you must own, lease, or intend to own a race horse.

Step 1: Prepare your application
Before you apply, you may need to have some or all of these documents ready:
- business name registration
- constituting documents, such as article of incorporation or partnership agreement
- government-issued identification
- signature of applicant (corporation, partnership or representative)
- other documents
Step 2: Apply online
If you’re applying for a new licence (you’ve never had a licence before, or you haven’t had one in five years), you need to set up an iAGCO account on the iAGCO online portal.
When you have an iAGCO account set up:
- Log in to your iAGCO account.
- Click on the link to Start a New Application under New Applications.
- Select Horse Racing Licences, Registrations and Certificates on the New Application screen, then press Next.
- Choose the business-related licence type from the drop-down menu. Press Next.
- Go through the rest of the screens. Answer all the questions. Submit the documents the application asks for.

Step 3: Wait for a decision
Once you’ve submitted your application and paid the fees, the AGCO will review your application. The AGCO may ask you for more information if we need to. Applications can take time. Please be sure to submit your application well in advance of your race day.
The AGCO will let you know when we’ve finished processing your application. If the AGCO approves your application, we’ll send you an e-mail with a link to get a copy of your certificate through your iAGCO account. The AGCO will contact you if your application isn’t approved.

Note: No horse will be eligible to race in Ontario unless all parties required to be licensed pursuant to the Rules are in good standing.
Be ready to show proof of a valid licence.
You need to have a copy of your licence (hard copy or downloaded on phone) with you at all times. This includes in the backstretch area, or doing the activity stated on the licence. You must show your licence when authorities ask.
