
The Alcohol and Gaming Commission of Ontario (AGCO) is pleased to announce that Jeremy Locke, Deputy Chief Operating Officer of Compliance, has been appointed President of the Board of Directors of the North American Gaming Regulators Association (NAGRA). Jeremy’s appointment began on July 1, 2025.
This achievement reflects Jeremy’s significant experience and leadership within the AGCO and well-known gaming regulatory expertise among the industry. Jeremy joined the AGCO from the Ontario Racing Commission in 2016 and has since taken on several leadership roles with increasing strategic impact and oversight. His contributions have facilitated the AGCO's initiatives to modernize regulatory frameworks, enhance public trust, and achieve our strategic objectives.
Jeremy’s expertise and contributions in the gaming space were recognized by NAGRA and he was appointed their Canadian Regional Director from 2022 to 2024, and then Vice-President of their board in 2024. He has also served as Chair of the Organization of Racing Investigators, collaborating with police, regulators, and industry stakeholders to uphold the integrity of the pari-mutuel racing industry.
The AGCO has a proud and longstanding membership with NAGRA , which consists of government agencies across various levels that are responsible for regulating legalized gaming. NAGRA aims to unite these agencies and enable the sharing of regulatory knowledge and collaborative tools and techniques. Most importantly, it provides a unified voice in North America’s rapidly evolving gaming landscape.
