The Alcohol and Gaming Commission of Ontario (AGCO) has removed Standard 2.5 from the Registrar’s Standards for Cannabis Retail Stores, effective May 23, 2025.
This change is in line with the Government of Ontario’s May 15, 2025 announcement in its 2025 Budget: A Plan to Protect Ontario , which introduced new measures to increase the comfort, security and safety of both consumers and employees of licensed cannabis retail stores. The Registrar’s Standards for Cannabis Retail Stores and Cannabis Retail Regulation Guide have been updated to reflect this change.
This Standard previously required licensed cannabis retailers to ensure cannabis and cannabis accessories were not visible from the exterior of the retail premises. With this change, that requirement under the Registrar’s Standards has been removed.
The Registrar’s Standards for Cannabis Retail Stores are regularly reviewed and revised to effectively mitigate risks as the cannabis retail sector matures.
