The Ontario Government has amended Ontario Regulation 746/21: Licensing of the Liquor Licence and Control Act, 2019 (LLCA) to allow Liquor Sales Licences on Large Quadricycles in Ontario. The amendments set out specific eligibility criteria and licence conditions for serving liquor on the large quadricycle, including how and when liquor can be sold and consumed.
To support these regulatory amendments, the Alcohol and Gaming Commission of Ontario (AGCO) has updated the Registrar’s Interim Standards and Requirements for Liquor. These updates are in effect as of July 1, 2025, and are intended to support safe and responsible liquor sales in this new type of licensed setting.
Liquor sales licensees operating large quadricycles are required to comply with all existing standards that apply to Liquor Sales Licence holders. Recognizing the unique context in which these vehicles operate, the AGCO has amended a few standards to address their specific operational needs.
Updates to the Registrar’s Interim Standards and Requirements for Liquor:
Standard 4.1 – Completion of Training
Every large quadricycle chauffeur must hold a valid certificate demonstrating the successful completion of a training course approved by the Board (new).
Standard 6.1 – Maximum Capacity
Amendment to exempt large quadricycles, in addition to existing exemptions for railway cars, boats and the playing area of a golf course, from the method used to determine the maximum capacity on the premises to which the licence applies.
Standard 6.2 – Premises Readily Distinguishable
Amendment to exempt large quadricycles in addition to railway cars and boats from being readily distinguishable from adjacent premises to which the licence or permit does not apply.
Standard 6.3 – Storage of Liquor
Licensees with a licence that applies to a large quadricycle must notify the Registrar of the location of any liquor that is stored on the large quadricycle when it is not transporting its passengers (new).
Licensees with a licence that applies to a large quadricycle must store liquor that it is being kept for sale or offered for sale in a secure storage area (new).
