Ontario Regulation 468/18 establishes that, until such time as more than 25 retail store authorizations may be issued, none may be issued to a cannabis retail store located in a municipality with a population of less than 50,000.

For ease of reference, the following list identifies the Ontario municipalities with populations of 50,000 or more within each of the five regions that have been defined for cannabis retail store authorization allocations. The population data was provided by the Association of Municipalities of Ontario.

The names of municipalities that have advised the AGCO of their decision to opt-out of having cannabis retail stores in their communities have been struck out in the list below. Municipalities have until January 22, 2019 to inform the AGCO if they wish to opt out.
