The Alcohol and Gaming Commission of Ontario (AGCO) is responsible for administering the Liquor Licence and Control Act, 2019 (LLCA), which together with its regulations and the standards and requirements established by the Registrar establish the licensing and regulatory regime for most aspects relating to the sale, service and delivery of liquor in Ontario.

Among its regulatory activities in the liquor sector, the AGCO is responsible for licensing and regulating manufacturers of wine, beer and spirits in Ontario as well as their representatives and representatives of foreign manufacturers.

This portal is intended for those seeking a manufacturer’s licence (or an associated liquor licence or endorsement, such as a “tied house”, “by-the-glass” endorsement or retail store endorsement), or are already licensed as manufacturers by the AGCO
