Introduction

The Registrar is appointed under the Alcohol and Gaming Commission of Ontario Act, 2019 and has powers and duties under the Gaming Control Act, 1992 and its Regulations.  Under section 3.8 of the Gaming Control Act, 1992, the Registrar is authorized to establish certain standards and requirements for the conduct, management and operation of Gaming Sites, lottery schemes or businesses related to a Gaming Site or a lottery scheme or for goods or services related to their conduct, management or operation.

23. Verification of Player Terminal Critical Game Software by Backend System

23.1.1  Backend System must initiate independent verification on any client device or Player Terminal Critical Game Software upon establishment of a connection with the system. When a thresh- old of unsuccessful verification attempts is reached, such client device or Player Terminal must be disabled.

Note: An alternative method based on good industry practices that mitigates this risk may be evaluated on a case-by-case basis and approved by the Registrar.

 

22. Authentication of Critical Game Software at cGaming System

22.1.1  A mechanism shall be built into the cGaming System to verify the integrity of the Critical Game Software stored at SSM that is deployed to production, including before changes are implemented, as well as on an ongoing basis to ensure the approved software is being used, and to ensure no unauthorized changes are made to the approved software.

20. Cashless Wagering

20.1  Wagering Account at POS

20.1.1  Wagering Accounts must use a method of authentication to access or transfer player funds or associated information such as player activity. This authentication requires a Wagering Ac- count identifier, as well as a player supplied authentication method, such as a PIN.

19. Ticket Game Backend System

19.1  General Requirements

19.1.1  All Game Results Sets must be reviewed and approved by the Registrar for integrity of Pay- back and Play results. In addition, the integrity of sets must be verifiable on demand before offered for Play.

19.1.2  Tickets may be drawn from electronic Game Results Sets secured on Backend System with or without replacement.

17. Security and Reporting

This section contains general Backend System requirements which apply to electronic bingo card and Ticket Games.

17.1.1  User input fields must be validated to prevent any security breaches.

17.1.2  Backend System must have ability to enable/disable Player Terminal.

17.1.3  cGaming System must not have hardcoded passwords.

17.1.4  Management, administration or configuration of the Backend System from Player Terminal must not be allowed.
